Basic Rule error in time picker 2.3.4.119

I'm trying to set up a new basic rule to turn on at sunset and off at midnight. The time picker for setting midnight has an error that says the hour must be 11 or less.

I'm still on 2.3.4.116 and it's working fine for me. If really broken how does that happen since it was working?
