low voltage vs. high voltage: only a high voltage thermostat can directly control electric baseboard heating. Low voltage is for relay controlled hydronic HVAC systems without a central fan control.
I use Sinope TH1124ZB zigbee thermostats for all my electric baseboard heaters and they are really quite impressive. To provide the outside temp shown, a simple rule is required that triggers on an outdoor temperature change then sends a notification command containing the new temperature as a parameter. So a seperate Hubitat connected outside temp sensor is also required to implement the feature.
