do you have the optional "Ignore Trigger Events While Running" enabled?

FYI this feature is being deprecated/removed in the next release:

turning off “ ignore trigger events while running”, both of my rules are now working again.

Hitting Update clears it out. But, this feature appears to be the source of more problems than it's worth, so it's coming out in the next release.
