Looks like the rooms are sorted by creation date newest to oldest? At least the No rooms group is at the bottom. I made these 3 rooms in this order:
A Test
Virtual
B Test
They are displayed in this order
B Test
Virtual
A Test
No rooms assigned

I just came here looking for a solution to this. I just split a room and moved a bunch of devices into the new room... and it still seems to be sorted by the device creation date, not alphabetically.
Classic, still not fixed since 2024. This is what un-motivates me from reporting issues.
