So I've been fighting with lights not quite acting like I think they should with rule manager and I think I figured it out. I have several bedroom lights and each has it's own rule to set brightness based on the mode. Then I had a group of all of those lights. I had another rule for the entire group that was turning on each light and adjusting brightness BUT the individual rules were also firing since they were based on each light getting turned on and off. So the group rule just got updated to just simply turn on and off the other lights and then the rules per light will do the adjustment.
And since it's behaving correctly I was also able to move the group back to Simple Automation Rules.
A learning milestone. Hopefully this helps someone else who is also starting out.
