Amazon Alex APP will not activate skill
I removed the phone number from your title. If it is your number, you don't want it advertised, and if it is not, then no harm. Support doesn't call anyone. They do not work that way.

My Hubitat operates locally no problems. Its the integration of the Alexa skill that will not activate

I keep getting "Unable to link Hubitat with Alexa" message after attempting to enable the skill.
I did the same process of trying to enable the skill in the Alexa APP after about 10 attempts it linked. I did not change anything in my process
There were OAuth problems ealier today, since resolved, that were likely related to your problem (though there were still some delays for a bit afterwards):
