I have noticed that Alexa does not "see" new devices connected via Hubitat well. I had the Hubitat online for several days controlling various devices simply to get my feet wet. When I first connected it, I brought several GE lights and a Kasa smart plug online that first day all of which were previously connected via a Wink hub. Later, I added a GE light (same device model as the previous three) that Hubitat recognized immediately. After configuring the light, I tried to add it to Alexa, but was not successful. After more attempts to add it and some rudimentary troubleshooting that did not resolve the issue, I tabled it since it was not a light I often used.
Then I decided to connect my GE Enlighten smart switch. Even after forgetting to Exclude the switch from the previous Wink Hub, I'm happy to report that it was easily excluded using Hubitat. Even better, it was just as easily added it to Hubitat.
All was well with Hubitat, but Alexa would not discover it. After trying various fixes including rebooting both the Hubitat and Alexa, I saw a note on the Z-Wave site that indicated after adding a new device to their hub, you must delete the skill from Alexa, then add it back.
Though hesitant, I deleted the Hubitat skill from Alexa, then added it back. I then launched device discovery from Alexa and to my delight it immediately found both devices.
Something you might keep in mind.
Are you the Amazon Echo Skill app on HE or something else? With the Echo Skill app you add/remove device access permissions and they are immediately sync'ed to Alexa.
