What exactly are you trying to accomplish? Looks like you are turning on the lights and immediately turning them off. Even with a quick ramp-up you're likely never going to see them come on.
If this was just for a test, stick a 5 second wait between the two actions.
This is just a test to see if this automation works. These were run actions where I forced the automation to run before it is timed to do so. I don't usually use Rule Machine, only Simple Automation Rules. All of this could very well be user error because I have been learning the ropes to Hubitat over the course of a year.

I can't seem to get a wait time into the rule. Even so, everything sets up as initialized for the proper times, and when the proper time arrives for the automation to fire, it didn't/doesn't. How does the rule look to you?
I should have said "Delay" rather than "Wait". Sorry.
Or if it is simpler, just make the one action line to Toggle the switch.

In your rule you posted in post 22 above, you created 2 conditions, but you haven't actually used them anywhere in the rule -- that's why they both say "unused"
One appears to be the same as your trigger.
If it's helpful way to think of it, triggers are events, whereas conditions are states. Time-related stuff is a bit weird since those can be the same thing, but in general, that's a helpful way for me to think of them when I'm making a rule.
Here's a Simple Automation Rule that turns on the light at sunset off at sunrise, so you can see how it looks:
If you want to turn on or off at some offset from Sunrise or Sunset you can just enter those values in the Simple rule.

Thank you for your guidance. I have little experience with Rule Machine, and created all my automations in Simple automation Rule. They look nearly identical to yours. I only went into Rule Machine to run the actions. I can't do that (or don't know how) in the Simple App. None of my automations run even in Simple Auto Rule.
Let me show you the porch/street light automation I have in Simple Auto Rule. I "think" it's correct and it really can't get simpler than it is...
I'll look at it...but wanted to ask, your screen caps are all fuzzy/don't magnify well. Can you take higher-res caps? If you're on Windows there is the built-in WIndows Snip IIRC.
I just changed mine to run at a specific time so it would run now, and it turned on fine. Your Simple rule looks fine, Change it to a specific time and set it to a minute from your "now" and the confirm it works.
If that works then set the sunset time w/an offset to make it a minute or so from your current time and confirm that works. Check the sunset time in your Hub Details page - that's what the rule will use.
I know this sounds ridiculous, but for the moment, I suggest using fixed times instead of sunrise/sunset. Let's see how that goes. Those triggers work in different ways.
Gotta run for now, but I think we've made progress ruling out Zigbee and the device itself.

Hi there. Just thought I'd give an update on my automation "issues." Apparently, all of my nightmares were festering on the hub itself. After much swearing, swigging of whiskey, gnashing of teeth, and hair yanking, I made the last ditch and frightful decision to factory reset the hub and start from scratch. This entailed repeating a year and a half of device additions and automation creation. After emerging badly beaten from the portals of Hell, I am extremely happy to report that every device added without issue, and every blessed automation is working PERFECTLY, including those that contain Kasa devices. Thank you all for your advice and guidance, and more importantly, your time as you attempted to help me with issues that were sadly due to a hub possessed and having seizures
LOL...great story, and one more than a few of us have experienced (or close to it) over the years in HA. We normally would not recommend a full reset/do-over, but in your case the happy ending sounds great.
