Additional options for activation overrides limit activation?

Interesting thing we are finding, wondering if anyone can guide me.

I have a room lighting preset for my living room lights, those levels change via activation of various modes through the day. I have an Alexa activator device for "movie time" which I want to be a means to stop activation during a mode change so the lights do not come up. I noticed at the mode change my logs say activation was prevented, but then, a moment later, my lights adjust anyway. I removed "adjust lights on mode change" from other activation options and that seemed to fix my problem. Am I to understand that other activation options ignores limit activation under conditions?

It’s happening because this Room Lighting instance is already activated. You need to turn off this instance rather than limit it. My suggestion would be to have Movie Time switch turning on as a Means to Turn Off rather than a limit for activation. Doing this would turn off this Room Light and prevent the lights from adjusting with any mode changes. When Move Time turns off, this Room Light will turn back on (which you already have set up).
