I want to ask is there a way to access hubitat outside of home ? Via the internet or 4G mobile?

If you only want to access dashboards that you create, you can do this via the Hubitat mobile App. If you want access to the administration web UI you need to either setup a VPN to give you access to your LAN or you can page a monthly subscription for this and a few other features.
