EDIT: Solved after clicking "Update" on RL instance. This caused RL to update its list of hub vars to include one(s) created later on. I think it should be an automatic update?
Can't tell what's stopping RL from listing one of my Hub Variables (e.g. ColorTemp in the Temp ► Select Variable drop-down:

UPDATE: As per edit above, it's working as expected now...
Hard to replicate this behavior; beginning to think maybe my RL instance was in an unfinished state at the beginning of this exercise.
