Title pretty much tells it all.
I can control the audio output. I can easily create an new out spoken message.
I cannot make the strobe go on via Rule machine
I cannot make the strobe a different color with the driver commands.

This worked for me just now. Of course I'll have to figure out how to get my smoke detector alarm working again, lol.
It used the set dimmer and bulbs action to set the color. A custom command for power source changed the volume to one, inaudible. Then a custom command for siren , a delay of 10 seconds, and then a custom command for off.

Like the color you see with the "Strobe" command? If so, that's just how the device works -- that color is whatever Zooz chose. The color you can choose affects the color you see for sound commands, which is why it works for "Siren" (and by default the device also does the light with sounds) in the example rule above.
@bertabcd1234 I’ve accepted the “strobe” will be green. However I’ve not figured out to turn on the strobe without having a sound. My goal is to use the strobe to indicate an event has occurred when in the past, at which time I will manually turn off the strobe (likely with another button).
It’s been a long time since I did this and if I recall correctly the Parameter I would need to change must be referenced somehow in the driver. Am I missing something?

What does the “Strobe” command do for you?
That's how it's supposed to work. Sounds like all is good, then. 
Strobe also does not use a parameter. It uses the Indicator Command class (i.e., Indicator, not Configuration).
