while severe load signals the hub to reboot, by the time the severe load gets to the point where zigbee crashes, I'm thinking the hub is so overloaded that many things won't run properly because of the overload.
NB: I could be way off base here, but to test try turning zigbee off yourself, in the absence of a sever load and watch what happens and that the rule sees the event and reboots
Tried manually turning off Zigbee. The hub did not reboot.
