Zen17 and ZSE70 motion, don't like being near each other

I have a friend of mine, who I installed a Hubitat and a bunch of devices. We're controlling his gate with a Zen17 relay for the past year or so. He wanted a motion out at the gate, so we got the ZSE70 motion. He had purchased the smaller indoor one, before he saw it was not designed for the outdoors. I had that working for about a week, with no issue.

Fast forward to yesterday, I added the new Motion to the hubitat, installed it, and it started working with no issue. The motion is about 2 feet or so from the Zen17. As soon as we add the motion, the Zen17 stops working. No response to any commands. I finally removed the motion, and it still didn't work. So I restored the hub from a backup the day before, and then the Zen17 works fine.

What's crazy, is if I add the Motion back in, zen17 stops, remove, restore with a backup, the same results happen each time. I tested this 3 times. I have no clue as to why. I can see both in the Zwave map. Motion connected directly to the hub, and the Zen17 through some other devices.

Regular hub backups do not affect Z-Wave (regular meaning not a cloud or migration backup where you specifically restored Z-Wave), so I suspect something else is going on. Are you testing commands from the device detail page, or are you using some app/automation? Are there any apps in use that might affect the behavior of either device?

When you say "add" and "remove", are you talking about power or inclusion/exclusion?

How are these things being powered? Is it possible that the Z70 is siphoning away too much juice from the Z17 (and leaving it in a compromised state)?

I realize the backups don't wipe out the Zwave devices, so I remove them by excluding them first, Then, only after doing a restore, can I control the device , from the device page in the hubitat.
I have a bunch of hubs out there and devices. never saw this before. There are 2 hubs there in Mesh, but I am using the local hub that the motion/zen17 is on, to do my control, nothing else but that.

The Zen17 is plugged into an outlet with a 12 volt cube. The Motion is running off of it's batteries.
