I don’t think the ZIP gateway in a C7 will ever get this upgrade. I believe ZwaveJS supports this, but officially that’s a C8+ and above.
Even with a C8+, I think don’t think HE supports the required radio FW (yet).
Short answer, it’s not supported yet, and will likely never be on a C7, unless they get ZwaveJS back-ported, but given RAM requirements, that may a bridge too far. And even then you’ll still need for HE to release a new version of the radio firmware. But long term, this will likely be supported on a C8+ and beyond
Per the statement "currently no reason to buy a C8 or C8+ in Europe solely for Z-Wave LR support" - That is correct. The key words in that being currently and solely -
As of this date, 11/28/25 - Currently European frequency support is NOT available in shipping HE hubs - I would expect that to change for the C8+ hub running the ZWaveJS stack. I would NOT expect that to change for C8 and earlier hubs, running the SiLabs ZIP/Gateway Zwave stack.
Per SiLabs, EUR LR support came to the 800 series radios in Alpha in radio FW V7.22.0, and was in production, in 7.22.1 - See: https://www.silabs.com/documents/public/release-notes/SRN14930-7.22.0.0.pdf - The current HE hubs are shipping with radio FW 7.18 - For a short time, V7.23 (which supports the EUR LR frequencies), was released by HE in beta, but was pulled back, and I would expect a later version to be released (again) in the not too distant future - This will likely resolve some "Zwave Jammed" issues as well. The current SI release is V7.24.2 (https://docs.silabs.com/sisdk-release-notes/latest/sisdk-zwave-release-notes/).
Ultimately, both radio firmware and the Zwave stack are required to support this, and the current ZwaveJS stack does support EUR LR, it's just ZwaveJS is currently only support on the C8+. The Zwave ZIP/Gateway on earlier hubs will never support EUR LR, per SiLabs.
Bottom line, for HE hubs, NO EUR LR Zwave support is available at this very moment, but long term (a few weeks or months), my guess is that the C8+ WILL support EUR LR on the ZwaveJS stack, once HE decides to move beyond the V7.18 radio firmware.
