Why isn’t this refresh power meter every 30 secs working

There is nothing triggering it.

Like @Evilborg mentioned you MUST have a trigger for a rule to "fire". Without a trigger it will do nothing, ever.

Delete the "Repeat every 0:00:30" and add a "Periodic Schedule" for every 30 seconds as a trigger.

With that being said are you sure the device does not send reports automatically? Most power meters do. Check your logs to see if the data is already being sent.

It’s showing in the log but when I physically look at it, it hasn’t moved. Am I seeing this right?

I only see the debug log. Odd there is nothing else. Does it show a info log if you refresh? If you turn debugging off do you get any logs?

Once you get it working I recommend turning the debug logging off (lots of unneeded logs unless your troubleshooting)
