Why is my phone being used by package manager ?

Because you've selected it as the value for a setting somewhere in the app (the same as it means for any app -- they won't "use" anything you don't select). The "Devices to Notify" setting in Hubitat Package Manager settings would be the most logical place to look:
(There could be others I'm not thinking of, but this is all I can find with a quick look...)
