It means you never hit "Done" or "Install Rule" inside the Rule. (They are the same, except the former keeps you in the Rule instead of directing you back to the Apps list page.) This is what sets the rule in motion for the first time, including creating subscriptions to your trigger events.

Can I fix that by editing and then hit Done?
You shouldn't even need to edit the rule, just go in and hit Done.
