One could leverage the Canary Bulb app written for ST and then run a set of rules exactly as you outlined. This would allow a more automated way to determine how/why the hub rebooted. I'm sure with the long weekend coming up @bravenel can intergrade this into the next release for full scale power recovery like the OP is requesting. Or they could always do it themselves.
