What are they and is it safe to remove them?
probably just leftovers from starting to create a basic rule and then hitting the back button or hopping to another web page before saving. They are likely safe to remove since I bet they have no real content. If you want to make sure you can always disable them first.

Yeah, just incomplete rules. Click on the gear icon then click remove at the bottom. Think of them as rule ghosts. Unlike z-wave ghosts they're harmless.
