The openweather api V3 is still a free api service as long as one's api key does not exceed 1,000 api calls/day. You can set your account limit to be 1,000 and it will not charge your required credit card.
Openweather's V2 api is discontinuing and if you switch to V3, you will need to change the version setting in the device's preference screen.
