The Auto Off feature in a Vitural Switch isn't working. Here are the steps to reproduce it:
- Add Device
- Virtual
- Virtual Switch
- Give it a name (Test VS)
- Skip the room
- View Device Details
- Preferences
- Enable auto off = 1s
- Save
- Commands
- On
Nada. The Virtual Switch stays on.

I just defined a new virtual switch and the auto off is working for me.
I take it you did 'save' the 1s auto off setting?
I did indeed... I even wrote "Save" as one of the steps. It's so easy to reproduce that I just did it over again with the same results. I think something might be whacked with my C7.
Like @bobbles, I followed your steps and got a working result:

If this is a consistent problem for you, try a reboot with the option, under the advanced section, to rebuild the database enabled.
Before that, consider also checking Logs for any errors, particularly ones about a "stuck" scheduled job (I don't remember that exact phrasing). You'll get a driver or app ID as part of it you can use on the Scheduled Jobs tab to clear it if you do see one in Logs suggesting a problem -- rare and something I don't think I've seen since Logs introduced this tab in the first place (used to be an HTTP endpoint for removing these), but likely still possible.
Tried the "Rebuild Database" / Reboot, and did it again with the same result:

This may be unrelated, but it seems that the automatic backup stopped working a few weeks ago as well.

Additionally, if I try to create a backup now, it creates an HTML file containing "backup file not found".
Thoughts?
In order to fix the backup problem, I followed instructions posted in the community to reboot, and immediately restore the backup created during the reboot. After doing so, it has fixed my issue with the "Auto Off" not working. The cloud backup is still failing, but I'll tackle that next.
