Using a mechanical switch on a 3 way setup

I'm sorry if this has been asked already, but I haven't found any solutions on it. I'm very new the home automation space, so any help is very much appreciated!

I have a Zooz Zen32 in a room wired into a 3 way switch, with the other switch as a generic mechanical switch, tied into smart bulbs (Govee). I have disabled local and z-wave control (parameter 19) to prevent the physical switch from killing power to the smart bulbs. As expected, I cannot use the mechanical switch to turn on/off the lights. According to this Zooz help article (How to Use Your ZEN32 Scene Controller With Smart Bulbs On Hubitat - Zooz Support Center) I can use the mirror app to use the mechanical switch to still "switch" the lights on/off, but it hasn't worked. Am I missing something here?

Disconnect the load from the zen32 and wire it always hot. You have param 21 set appropriately as well? 3 way type. I have 2 zen32s and the "big buttons" toggle bond fans so there is no load.
