As of now, the only times that aredisplayedinthe hub local time are the Live Logs and Scheduled Jobs in the Log app. The Past Log and all ither tabs in the log app translate the times into the user's local time. All logs and schedules for devices and apps also translate the times into the user's local time.

Wow, that was quick. With 2.5.1.152 the Past Log now shows hub time.
Just Location Events and Hub Events remain in the user's local time. Both should be a straightforward change in date/time formatting to get them in hub time.
