Unexpected error when trying to edit actions in RM4 rule

Can't Edit Rule: Unexpected Error

I have an existing 4.0 rule. When I try to open the actions (to edit), the page does not open but instead I get an error message: "Unexpected Error." Here's the log: [Hubitat-Error%2007-31-19]
