I have all of the devices setup with alarms and lights set to come on. However as soon as I click on Arming Alerts (Configure Alerts for Arming Failures and Bypass Warnings) it throws the error and I cant see anything of interest in the logs.

I am also on 2.3.2.128. I also tried it on a nonprod hub with nothing really running and no devices configured. Same issue. It also seems present in 2.3.2.126 but NOT in 2.3.2.123.
Tagging @bravenel - I think HSM is his area of expertise.
And I also removed the HSM app, re-added, set it all up again and same problem.

If this is something you need right away and there isn't anything in 2.3.2.126 or .128 you need you could revert to .123...
Can you PM me your hub id? I'll take a look at the engineering logs on the hub.

Same problem here!
I had the same problem yesterday, I rolled back to version 2.3.2.124. I was able to set up the alert notification, then updated to 2.3.2.128. It worked fine. also updated to the latest one 2.3.2.130. still OK
