I have a few devices that died and I need replace them. Since they are dead, I need to do a force remove. But this fails
They are just GE Enbrighten Z-Wave Smart Switch . I have updated to latest version of hub and powered off and on the hub, still not able to remove devices.

Can you send me your hub's id? I'll check the engineering logs on the hub.
If gopher.ny is on it I'm sure he will offer a solution.
Are you trying to remove them from the devices tab or from the zwave details page? I saw someone else who tried the former, got the error, then tried the latter and it worked fine. They will need to be completely removed from power.
The fix should be in the next 2.3.1 iteration.
I wasn't able to reproduce it, but I have a pretty good idea where the break is happening.
