Unable to connect to cloud, speakers 'can't reach Hubitat'

Having an issue that appears to have begun in the last few firmware updates, where Hubitat has been showing 'unable to connect to cloud', and the presumably related issue where if I ask an assistant to control devices it will announce that it is unable to control Hubitat. Interestingly despite saying that it generally will still control devices albeit with a delay. I've tried deleting my cloud certificate, however I am not able to renew it, instead I get redirected to the hub settings page.

This seems to be related perhaps to the new networking settings. The Hub has had a fixed IP and is currently setup with static IP both on the router and hub side. The network is a bit complicated, but has an IOT and a general computing network, until this all went wonky the hub IP was fully accessible from the general network, however currently I'm only able to access it when connected to the IOT network. No settings have changed router side.
