What is your LAN setup? If you have starlink that uses CGNAT, and if you have multiple routers on top (like ISP router plus your own), you could be in a triple NAT situation which can cause complications.
I think staff may need to look at it though. Usually if the hub is showing as connecting to cloud in the hubs portal then all the remote services work.

well, everything starting working this morning on its own. i have not made any changes other than the forced DNS earlier so someone at hubitat support must have seen this post and fixed something. thank you to all that responded and helped with troubleshooting. and to whoever at hubitat fixed it.
spoke too soon. back to not working again. this morning i started receiving my test notifications on my phone. i then set the phone to no wifi and was able to remota admin the hub on cell. went to breakfast and was able to remote in on cell phone connection and show my dad how the system can run automations from the dashboards from restaurant. came home and now nothing works again. no notifications, no remote connections on cell or starlink - same as before.
i should have clarified that the starlink connection is completely independent from my home network that the hubitat is on. i was just using it for testing on a laptop "outside" of my local lan.
OK well we still need to know more about your LAN.
Since you are the only one having this problem that we know of, there is a high probably it has something to do with your LAN.

I agree with @jtp10181 that the problem appears to be with your LAN setup.
My apologies if I missed it, but after re-reading the thread, I don't see any mention of you connecting the hub by Wi-Fi or Ethernet or both?
Are you using a "Static", "DHCP", or "DHCP Reservation" address on the hub? I suggest trying a static IP in case your DHCP server is renewing the address frequently (I know it's unlikely, but could be ruled out with a minutes work)
If you are using Wi-Fi, is your hub connected to a guest SSID?
Do you have any parental controls on your router which could block certain protocols or ports. Especially if these controls have scheduling capabilities.
Whether you are using Wi-Fi or ethernet, it might be diagnostically useful to switch to the other and observe for any changes.
Do you only have your ISP modem/router, or do you have a personal router as well? Do you know if the WAN port of the ISP router has a public IP address? Is your personal router connected in bridge mode to the ISP router? Do you have any switches either managed or unmanaged? Do you have any VLANs or IOT subnets.? etc, etc.
