Unable to bind tradfri panels direct (panel works with philips Hue bridge)

I've tried binding the remote to the light, then the remote to the hubitat - times out
I've tried binding the remote to the hubitat (after reseting) - times out. (It did work until I upgraded the remote's firmware via the ikea hub - but then the switch would not bind to the light). The remote (E1810) is on software build 2.3.014. (with new battery)
I'm using a C8 -pro platform version 2.3.9.180.'
I can bind the panels to my Hue bridge by holding the hubitat really close to the light, but it just doesn't want to know about the remotes.
Any advice on how to get the light and the remote to work direct with hubitat?
