Brand new, out of the box hub. C8 Pro.
Updated to latest firmware as part of install.
My previous hub also could not add devices (after update), so bought a new hub thinking it perhaps was going bad.
I cannot add any new devices.
Zwave inclusion times out after 100 seconds.
I’ve factory reset the device, power cycled the hub, etc.
I have a number of the exact same device (Zooz leak sensors) that I successfully added without incident with the prior firmware.

Things to check.
Are there ANY devices added to the hub?
Did you exclude and/or factory reset the devices before re-pairing (this is required for previously joined devices)
Have you swapped antennas?
Are you starting in a closest to farthest outward spiral?
Yes, about 30 devices.
Yes. I factory reset.
Antennae’s are fine, no change to them.
That being said, I ended up using the Diagnostic Tool and downgraded the firmware. It’s now working as before / expected. (I can now add devices, automations are running once again, and devices are responding.)
The new firmware is defective. I tested it on three hubs. Two that had been working fine for 2 years, and 1 new one.
Were you also having issues with automations and devices you already had on the hub? The old hub and after you migrated to the new hub? Sorry I may be confused on this.
No worries, everything was working fine. Automations were fine, adding devices was fine, ability to control devices via the app was fine, etc.
Then I upgraded to the latest firmware, and everything stopped working. Devices were not responding via the app, automations were not running, such as lights, turning on at sunset, and I was no longer able to add new devices.
I then downgraded the firmware, and everything went back to as it was earlier.
I should add, I was not migrating to a new hub, I simply upgraded the firmware on my existing hub.
When the hub started failing, I purchased a new hub to eliminate a hardware issue with the old hub. I have subsequently gone back to the old hub.
The reason I ask is I am running the new firmware on my beta hub and I have no issues with my automations. I don't have may z-wave devices to add new but everything is working just fine.

These were ones that were specific to sunset and sunrise, if that helps?
Are you using the OEM power supply?
Have you shutdown the hub cleanly then pulled power for 1 minute? (To discharge caps)
What does your current z-wave details page look like?
Yes, OEM power supply. (Nothing changed on the hub physically. Nothing changed in my ZWave setup. Nothing changed on my network),
The only thing that changed was the firmware update. Then things immediately went south. I confirmed this on 2 separate hubs. One existing, and one new.
Once I downgraded to the previous release, things worked again as they should.
(I rebuilt my Zwave network, I power cycled the hub for one minute, I even rebooted my entire network infrastructure. Nothing helped until I downgraded).
Can you post your z-wave details page in its entirety? (use windows snip) There isn't any personally identifiable things in it.
