What is the status of TTS?
I have a rule 4.0 that doesn't work.
In my rule turning on a light switch triggers TTS (for GH) to say something to Alexa.
I'm guessing TTS is not working so my rule appears to be not working.
I can give you more details on how I may have restarted TTS and got my rule to work.
Here are a couple of screenshots. I'm probably wrong about TTS.
Try the TTS directly from the device page. See if it works there.
How do you mean?
I must be unintentionally misleading or maybe the fact I don't have TTS on my device page is my problem.
Do you have a TTS device? Did you install Chromecast for you GH?
Yes on both cases.

I should tell you my experience.
This morning it Did not work.
I requested a podcast at some point. Google announced it and said here is where you left off.
I start to hear a partial sentence of what I wrote in the rule looped over and over instead of the podcast.
Ever since then it works. I'm thinking I must have restarted TTS. My fear is it will stop working again.
Now, The Chromecast app is still in beta so I think it's the problem.
I could be wrong. I am a noob at this. LOL
If you search the forums you will find that almost every user who has tried the Hubitat "Chromcast Integration (Beta)" has experienced issues where the Google Home devices eventually stop responding correctly. Usually this can be fixed by clicking on the INITIALIZE button on the device details page for the stuck device(s). So, most of us feel that the Chromecast Integration is truly a Beta product, and thus don't depend heavily upon it.
So, the point of my reply is...it's nothing you've done! 
Search through the various forum topics on this subject and you find some creative solutions people have come up with to keep the Chromcast Integration (Beta) running more smoothly.
However, probably the best solution is to use a Sonos device, or the new IKEA Symfonisk (which is based on Sonos technology) as it seems users are very happy with the Hubitat Sonos integration for TTS.

Let me see if I understand. After doing a TTS to your Google home, then via Google Assistant you asked it to continue playing what you were playing before? This is going to repeat the TTS. This is because when you requested Google Home to begin where you had left off, the last thing that had played was the TTS from Hubitat. This is a function of the way that Hubitat does TTS and the Google Assistant functionality with continuing playing what was previously playing.
If you want to do TTS over top of anything that is playing, take a look at Google Assistant Relay or Cast-Web-API. Both integrations are capable of issuing a "broadcast" to your google home devices. This announcement will play over what you are currently playing but not stop it.

"Continue where you left off" was not a request, it's just something GH says when you are continuing q podcast, book or whatever.
Ok. And it did this on its own? Without you issuing a command to it?
Yes. it just started to loop my message in Hubitat.
I said to GH play the podcast...
GH said: Okay! here's where you left off.
instead of playing the requested podcast it started to loop my Hubitat message for the rule I just created.
Both are TTS events (I guess) and the hubitat message was requested first so maybe that why it happened.(?) IDK.
Well, if you said that to GH and GH did something wrong I think that's a problem with GH, not Hubitat.
