Trouble Connecting 2 HE Hubs

I'm trying to integrate 2 Hubs into an eventual Mesh... both C-8 Pro.

I'm confused. Right now, by 2 Hubs are running on the same router network (LAN?). My main one that I've been running for almost a year is wired to the router via standard wired Ethernet cable. The new hub being added is connected via Wifi to the same router. I can't figure out how to get both hubs to see each other and become aware there's a 2nd HE hub in the network. The Mesh Set Up documentation is lacking some of the basic steps and details on even the first and basic steps of connecting the 2 hubs together once they are turned on and fully updated. The Hubitat App on my phone can see both hubs, but they aren't seeing each other. What am I missing?

See 2 photos below of both hubs Hub Mesh -> General tabs. Are there steps I need to take on the Hub Mesh tabs of the Web interface?

What happens if you click the refresh icon next to “Active hubs"?

I Assume both hubs are on the same network VLAN?

Might want to designate at least one device as available for sharing if you haven’t already.

If I click on the Refresh Icon a little clock spins for 0.5 seconds as if it's refreshing, then shows nothing as if noting was found during refresh.

Both Hubs are on the same LAN (aka serviced by the same Wifi router). One hub is connected via Ethernet cable to the router, the other is Wirelessly connected to the router via Wifi.

Yes, I've designated 18 devices for Hub Mesh on those 18 devices' detail pages. Is there another step I need to take for "sharing" as you described it?
