I am trying to have Alexa trigger a Hubitat rule. I want to be able to have a rule that turns all my lights on that have colored bulbs, then change the color to red, and flash them on and off once a second. All of this triggered by a voice command to the amazon alexa. Is this possible?
It is certainly possible to have a rule triggered by Alexa. One way of doing this is to create a virtual switch that acts as the trigger for this rule, and is exposed to the Amazon Echo Skill on your Hubitat.

like @aaiyar said, you could create a virtual switch to trigger the rule. alternatively you could expose each bulb to alexa, then create a routine in alexa
