Conditions created in the manage or create conditions section have no effect on your rule until you actually add them to the rule. Would need to see the rule to know what the heck is going on.
The above is true, which is also mentioned in the box above your conditions: "Conditions won't affect anything unless used in such a way." Rule Machine is a large app with lots of features, so it may be helpful to read more, including the docs, which also have a note on this (and much more):

I'm not sure how to easily show what you want to know. The rule has been saved and I went back in to edit it and take that screen shot, so I would think the conditions were "added".
Oh, I created an action, and I guess I wanted a conditional action. I missed that.
Yep. Did it right with a conditional and it works.
Another question though. In the process, somehow I got the conditional messed up and no matter what I did, I'd get a java error. I didn't hit back, but I did "something" out of order. Anyway, is there no way to "fix" that once you do it beyond re-creating the rule, as I did?
Not in my experience, once you get a error when trying to edit the rule it usually means your only option is to recreate.
One trick many have learned, especially on a large rule, is to clone the rule before you start. That way if you mess something up you have a quick backup. I have had those type of error many times myself and, like you, I am pretty sure I didn't back out or do anything that should have caused the error, they just happen sometimes. .You can always load an old system backup but that's a bit more time consuming.
Thanks. I didn't see a way to clone. Guess I have more research to do.
At the top of the rule click the setting icon, the wheel. From there you can clone or export it to a file on your computer.
As a side note, the process @terminal3 just described is available for any app, including Community developed ones.
