So my dashboard, devices and logs will all open right now but I can't get any app to load, not rule machine, basic rules, room lighting you name it. Haven't rebooted but it just seems weird.

Those numbers look reasonable, and wouldn't of themselves scream reboot, but how long has the hub been up?
Couple of weeks probably. Rebooting it now.... still same problem. Note my internet is currently down but not sure why that would impact an app being able to load. Especially with the dashboard, devices and logs screens all coming up.
The main app list comes up it's just if I try to open any specific entry on that page.
Perhaps try a hard refresh in your browser (or whatever it is called) to clear any cached results. It is often Ctrl+F5
Yeah...maybe try opening the HE hub in an incognito browser to bypass any cache issues.
What exactly happens when you try to open up an app?
Tried on both my Mac and my iPhone. So itβs bot a cache issue.
When I try to open anything on the Apps page it just goes to a spinning circle and hangs there. Iβll see what happens when my internet is working again I guess.
Weird...internet access should not matter for opening apps.
Have you tied to goto settings reboot ? check the options.

a soft reset ? Or the Hubitat Diagnostics Tool?

One other thing to do to gather data on this, would be to open a debug window in whatever browser you're using...not sure how to do it on Mac, on Windows/Chrome it's pressing F12. Then try to launch an app.
Aside from above, Warlock's suggestions are good ones...restart w/database rebuild first, then soft reset.
pretty sure don't need a reset .. I believe reboot with db backup does a reset and reloads the backed up DB in one step.
Does the same on iPad, Mac and iPhone using Brave or Safari browser.... okay interesting... I have a VPN installed on my router and that service is currently down. While it blocks internet traffic when it's down it does not locally and as stated I could access Dashboard, Devices, and Logs. But I just disabled the VPN completely and the apps load right up. So does it must be doing some kind of internet access when trying to load any specific item on the apps page. At least I know when that gets resolved this will work but it seems strange that it needs to have internet access for that.
I hate to be the pedantic one.... but I'm sure others would have filled the void if I didn't... But to me it does not seem like the Internet is the issue....

Best I can think of (without being a network guy...) Could the DNS still be looking to connect to the Internet and therefore having issues when the Internet is down?
The other thing to consider is "will this be a real issue?" i.e. when the Internet is back will you really care?
