Third Reality z1 bulbs issues with pairing / factory reset

I have submitted the below to ThirdReality and posted in their forums, but figure Id give it a go over here as well.

I got a ZL1 4 pack. (was going for a better price alternative to Philips hue bulbs.)
1st bulb went right to pairing and joined Hubitat with no issue.
2-4th bulbs wont go into pairing mode.
I have done the power off and on 5 times in rapid succession.
I have done the leave it on for 30 min (up to 2 hours) without messing with them and tried to pair. (numerous times in excess of 4)
1 finally went into pairing and joined the Hubitat.
I now have 2 that I have tried numerous times to reset and still not pairing.
I cannot get the other 2 to get into paring. is there some fantastically back door special G-17 Classified way to get these into pairing mode? At this point this is beyond frustrating,

I do technical work for a living and I have setup so many various types of smart devices (zigbee, zwave, matter, etc) and this has been one of the most frustrating. Thought it was gunna be easy street with how easy the 1st one connected.

Definitely want to get these to work but if you also have an alternate suggestion for future purchases please pass them along.

Have you tried to reboot the hub? I don't think a full shutown would be better or necessary, but I suppose that couldn't hurt either.

I very admittedly have zero evidence of this, but I suspect the hub somehow gets congested when doing multiple / back-to-back "bigger" device-level management actions things like inclusions, exclusions, and firmware updates. That's not uncommon for me, anyway... A reboot in between often helps re-cage it once again.

Yes I have rebooted the hub. Sorry I neglected to add that to my list of things I have done.

Also note, the lights are not going into Pair mode (not doing their light cycle when doing factory reset). So I do not believe the issue is with Hubitat itself.

I got a response over at ThirdReality.
They said to slow down my turn off / on process and it looks like this was it.
I was just going too fast.

Got all 4 up and running.
