Thermostat Controller - How to force it to up update setpoint to target Thermostat

How can I force the Thermostat Controller to update the target Thermostat Setpoint?

I have 1 maybe 2 of the currently installed 9 Thermostatic Radiator valves that are 'sticky' ie they don't reset the Target Thermostat when it switches form Heat to Idle and Idle to Heat, so the target Thermostats do not open/close their valves to manage heat properly.

Is there anyway to force them to do it or is it just a faulty Thermostat Controller and I should Remove and re-create?
