Suggestion: Add ability to have multiple triggers or "When the ..."

Many other apps specific to devices (Kasa, AiDot, etc.) have the ability to allow multiple triggers for something to happen when setting up smart routines. For example, if I want holiday lights to come on at 5:30 AM (then shut them off with another routine say at sunrise), and also want the lights to come on at sunset (then shut them off at a later time), I only have to create two routines: one to turn them on and another to turn them off. In each routine there is an "Or" event trigger.

But I have to create four separate "apps" in Hubitat to accomplish the same thing: separate ones for each turn-on and turn off times/events. Am I missing something?

Any rule can have multiple triggers, which are OR'd. From the app's first screen, "Select Trigger Events", and then "Create New Trigger Event" as many times as you want:

The OP is referring to Basic Rules app, which only permits a single Trigger. But as you've pointed out, what he seeks exists in Rule Machine, for when you get beyond "basic" rules.

Basic Rules, the built-in app you’re using is designed for simpler automations with a single trigger.

For anything for complex, use the built-in app, Rule Machine. If necessary, your Basic Rules can be imported into Rule Machine.

I did the same thing with my Christmas lights. I just found it easy to write 4 basic rules. YMMV.

as long as sunrise is after 5:30am lol

To me it feels like this is worthy of special attention.... Are there more focussed solutions for this?

It feels like a common enough request worth of special attention, if only from Community... Rather than grappling with more generic apps.

Note that you can use Schedule Manager to schedule entire rules, not just individual devices. See here for an example:
