Manually created a backup and saved it to the same folder I have used in the past. The download never renames to the LZF file it's just "Unconfirmed 16129.crdownload". Tried it again with the same result. Guess I'll reboot and see what it does. The PC itself was just booted a little while ago.

Shouldn't HE have a valid certificate?
This has been reported in several threads since the underlying change in Chrome occurred sometime last year, I believe.
It has nothing to do with the hub’s SSL certificate, assuming I’m understanding correctly what was discussed in those threads.
The browser is complaining that the user is trying to download a file without an https connection.
When connected to a web server over the internet, that’s a useful warning to have.
When connected to a web server on one’s own LAN, it’s pointless and annoying.
This is completely a Chrome issue.
You can fix it by putting Hubitat IP on a secure list, as shown in the link below:
