I've tried this every which way and I'm stumped. These are Sengled Color Plus bulbs. I cannot get them all to turn on simultaneously. I can get 2 to turn on together, but not 3.
Ignore the color temperature and level stuff. The problem is with the bulbs not turning on simultaneously.
Here's a video of what happens:
Bulbs are identified as #1, #2, #3, left to right. The first two bulbs come on simultaneously. The 3rd takes a couple seconds longer. Repeatable behavior.
Now here's what's strange about it. The problem is not with any particular bulb. It's with the number of bulbs.
If I remove Bulb #1 and #2 from the automation, and let it deal with only #3, it works fine. The motion sensor turns on Bulb #3 instantly.
If I remove Bulb #1 from the automation and let it deal with only #2 and #3, it will turn on both bulbs #2 and #3 instantly and simultaneously.
Only when I add the 3rd light to the automation does it exhibit the behavior in the video. Sometimes it's even worse - they will light one at a time, 1-2 seconds apart. But if I remove a bulb, it works great.

I was having a similar issue. I moved my bulbs over to my hue bridge and controlled them via a hue group. Hue seems to be able to control all of the bulbs with minimal delay.
Hard to say. I have groups of 4 separate Z-Wave dimmers that come on simultaneously when commanded to do so. Z-Wave is slower than Zigbee. So, if this is a Hubitat issue it's a Zigbee issue of some sort. I have to defer to my colleagues, but we will take a look at it.
Thanks @bravenel - yes could possibly be Zigbee. If @Christopher can identify the protocol of his problematic bulbs that would also help narrow it down.
Can you try changing the rule to set level only?
There is no need to issue an explicit on when sending a setLevel, all HE dimmer devices will turn on when issued a setlevel command.
Yes, the original rule (first post) is setLevel only for the bulbs. The "Master Bath Switch" in the rule is an in-wall dimmer that the smartbulbs are connected to. I only include the switch in the rule in order to correct itself if someone manually turns it off, which would cut power to the bulbs. Most of the time the switch will already be on.
FWIW I have tried it without that part, and it does exhibit the same behavior.
The bulbs I was having issues with were GE Link bulbs. The bulbs would popcorn or just fail to respond. I moved them over to my Hue Bridge to see if it was able to control them. At times it can, although I am not sure of the exact reason why. My HE zigbee network has mostly battery powered sensors on it and is not overly strong while my hue network has many hue bulbs able to act as repeaters. Also, it is easier for my taxed HE to send a single command to turn on the group to hue and let my more underused hue bridge send out the individual commands. I should also point out that I've never heard anyone say anything positive about GE Link bulbs which is probably why they were on sale for $4.
