I noticed in one of my simple auto rules that says to do something at midnight, it has 12:00AM EDT. Will this change by itself to EST come 11/7?
It should, although the time doesn't happen until 2:00AM, so the next day...

So you're saying, Savings Time will be observed by Hubitat starting on 12:00AM on 11/8?

DST ends at 2:00 AM on Sunday November 7. Before then you will still be on DST.

Now you aren't on DST. Does Hubitat know by the location to ignore DST changes?
Yes, that's all in a database in the hub. Some places even have 30 minute DST delta.
