Stack Overflow on NOAA Restrictions

I am getting a stackoverflow in the logs when I try to restrict NOAA from speaking during certain times. It shows it is occurring in the NOAA Tile device. Here is the log.

I am using a virtual switch (Restrict NOAA Messages) to only allow the speech to occur during certain times.
