i think i figured it out from searching the web all day. Mine has been good now for a couple hours. apparently this relay has 2 modes, rocker mode and momentary mode. In rocker mode, if the relay is turned off via hubitat, it doesnt realize the state its in when trying to turn it back on. Have to switch it to momentary mode. you can change the mode by pressing the button on the relay 3x, the green light will blink 3x to confirm the mode change

I didn't have a chance to try this, but when I sat down to give it a go the other day I decided I'd do a test run just to make sure it was still exhibiting the same (non-)behavior... and now the switch seems to be working normally most of the time? 
That was about two weeks ago, and it's maintained like 90+% connectivity/responsiveness, so I'm kinda loathe to fiddle with it more. I dunno what changed, we didn't add any new devices or remove any, we live in a single-family/detached home so it's not like we have neighbors within range that would be causing any significant interference...
