Some Zwave Commands work intermittently

Hi folks. So I have two rules setup where I double tap a light to turn on two sets of backyard string lights. One turns on and the other is supposed to turn on and dim the bulbs to 25%. The other rtule just turns them off. This has been working great up until recently.

What happens now is, I double tap button 1 to turn them on. One set turns on, then the other a few seconds later. I double tap button 2 and either both stay on or one goes off and the other stays on. Then if I try to turn them on again, the original set that turned on does nothing. If I try to turn them off again, nothing happens. Forgetting the rules for a moment, if I try to turn them off from the dashboard, they may or may not turn off (expected since the rules don't work) and I have to go outside and turn them off from the outdoor outlets they are plugged into.

I’ve been looking at some zwave logs as I’m pressing button 1 and 2 and I can see that it’s talking to 2 repeaters upon turning on, but when turning them off it’s not talking to any.

I’ve run a zwave repair for the two string lights and the Aeotec range extender 7 that is close by. The distance between the hub and string lights is maybe 50 feet with a repeater in between and several zwave switches. The repeater is maybe 25 feet from the string lights. I can see on the zwave visualizer that one of the string lights in question connects to a Aeotec range extender 7 in my garage which is farther away than the Aeotec range extender 7 in my dining room. Is it worth doing a zwave repair on my entire network to see if all the devices can find better paths?

I’m adding another Aeotec range extender 7 to my network next week but I’m wondering how to make this zwave network stronger, or if that’s really my problem. As a general question, when building out a zwave network, is it best to have a bunch of range extenders? Does anyone have a diagram to show what a strong zwave network should look like?
