When battery drops below 40%, hasn't happened yet since setting up HE
When a light gets turned on under my house, used to work until 7/22
House temp goes above 77 degrees, last one was 7/15
Garage door is open at sunset, last one was 7/10
I haven't received a text since 7/22
Today, when under my house, the light was turned on via HE as expected, yet no text.
I opened up the live log and manually turned on the light, the log says that I have reached my daily limit... See above haven't gotten a text since 7/22
You mention you have 4 apps that perform the above... What apps are you using? Rule Machine? If so, please post a screen shot of each RM Rule so we can help you troubleshoot. I know you'll want to obscure the phone number, but we will need to see the exact formatting of how you entered the phone number to help. Perhaps you could just change the phone number to something like +15555555555 (assuming you're in the USA.)
Or, an even better solution may be to submit a support request to support@hubitat.com. They are very responsive.

The other day, my log said I had reached the 10 per day limit when I hadn't received a text in 8 days, now nothing shows in the log about the limit yet no text
Just to throw this out there...I experienced a similar issue where I stopped getting texts, turned out my phone was hosed up and when I rebooted, all of a sudden everything started coming in.
As it turned out, my hub wasn't connected to the cloud. While working with Bobby in support, he suggested shutting down the hub, pull the power for a minute then reboot. Sure enough it fixed the issue. Even though during some construction around here, the hub was getting rebooted (power breaker off/on = BAD).... somewhere along the way it got hung and a "Proper" shutdown fixed it.
He also indicated there should have been a notification in the upper right corner about it not being connected to the cloud, something I never saw and he is submitting a ticket for.
