Has anyone had a problem with the Smartthings Motion device?
It detects fine and reports the temperature fine but the Motion is always inactive?

The 1st thing I always do when this happens is change the battery
Ignore any reported battery level, I’ve had them report 100% and a change of battery fixed it.

I'm pretty sure it's a new battery but I'll give it a try now.
Did you just join it? Or was it working for a while?
I have about 10 of these and they work perfectly (until the battery gets low)
I joined it and it reports battery and temp but motion stays inactive.
I've unpaired and repaired but facing the same issue.
Duracell Battery placed in and no change.
Then I suspect it didn’t join correctly.
I would remove it from HE, reset it and join it again. (Especially if it was connected to a different hub).
How close is it to the hub?
Could it be at the edge of your zigbee network?
Before doing anything else...
Did you click the ‘configure’ button after joining?
This sends the correct parameters to the device.
(To tell it how to ‘talk’ to your hub correctly)

Yes, I clicked configure.
I've just paired up another Smartthings Motion Sensor and this one works fine.
I'll just leave the other, maybe it was an issue with disconnecting from the Samsung Hub, I don't know but I only need one atm.

It may be that when it was removed from ST it left some config on the device which HE doesn’t work with.
Try resetting the device before joining again.
That might help.

Reset and re add it usual sorts them out.
I've just had issues with one of mine but that was my fault moved a ZigBee plug to do Christmas tree lights but it must have be using it for mesh as the plug is a repeater. Fine now plugs back in original place.
