I have 5 of these devices and they have been working well. All of the sudden, at the same time, two of them have become very chatty; 3,000 - 4.000 messages a day each. I have reset both of them several times. As soon as I add them back to the hub, chatty! They all have the same driver - Generic Zigbee Outlet. Thoughts.
These are power-reporting plugs.
Try disabling the power/energy reporting from the driver preferences.
I don't know why the plugs started reporting the power usage, but you can try to disable it - Save Preferences and then Configure?
