Simulate zone motion controller with switches?

Hello all, my google-fu has failed me on this

is there an easy way with rule machine (or some other app) to simulate the functionality of "zone motion controllers"
aka trigger actions based on "any 2 of these 4 switches turns on" as zone motion controllers is limited to ... motion sensors.
I didn't want to start creating a ton of virtual motion sensors that mirrored switches....

my next step was webcore but I wanted to see if something simpler existed?
