There is a way round this though.
Use Cobras Average All app.
A virtual Lux device.
A virtual switch to disable things.

The averaging would still be skewed because any room a light is on the lux reading would be reading too high.

As a work-around, you might consider using a weather-sources lum reading for outside. For example, I'm using the APIXU weather device. It updates Lum readings for my location every 5 minutes or so. That way, the reading is less dependent on the lighting within the space.

This is what I have found to work the best, and although it may not be the most accurate unless you have your own PWS, it actually works quiet well.

Thank you for such an immediate response.
I've created a RM rule that does exactly what I wanted a Simple Lighting rule to do and it works.
I think @Ryan780 has it all right. The light turns on at the low level but the rule then reads higher value of Lux and stops being bothered.
A bit of a shame as it could have been that simple.
